The Bureau of Reclamation (Reclamation Service) was a bureau of the Department of the Interior which oversaw water development projects in the western United States. Wilbur D. Simons worked as a research hydrologist for the Bureau of Reclamation as Chairman of their Depletion Task Force to collect data on streamflows from the Columbia and Snake Rivers in the States of Washington, Oregon, Idaho and Utah.
